Refinery energy-efficiency was decided primarily in the design phase, by applying trade-off criteria of the day and by optimising between energy and investment costs of heat and power recovery equipment. However, refinery design guidelines changed as fuel prices increased following the two oil shocks in the 1970s and more energy-efficient designs replaced older, less efficient designs.
